Argentina – Boldt the clear winner so far in Buenos Aires tender

The provincial Institute of Lotteries and Casinos (IPLyC) has published the results of the first stage of the tender for the seven Buenos Aires casinos.

Long time local operator Boldt has emerged as the winner so far after the first stage, which included the technical bid evaluation, financial background checks as well as other aspects for a maximum possible score of 55 points.

In a month and a half, the government will reveal the results for the second stage of the process, which covers the economic guarantees that each competitor will make to the province of Buenos Aires for a total of 45 points.
The IPLyC has reported its findings to the potential licence holders who have three days to respond to any aspect of the decision.

The seven casinos are being tendered in three lots, which combine the most and least profitable rooms, so that there are offers for all of the casinos. The tender for slots for the Trilenium in the city of Tigre (the largest casino by far) are being tendered alongside the casino in the coastal resort of Pinamar. The slots in the Central casino in the resort city of Mar del Plata are being tendered alongside Monte Hermoso, while slots for the Hermitage casino (also in Mar del Plata) will be tendered alongside the slots in the casinos in the cities of Tandil and Miramar.

In this first stage, Boldt was the only company to put forward a bid and obtained 38 of the 55 points that were at stake for the Trilenium Casino, in Tigre, which was tendered in the same lot as the Casino de Pinamar.

Dans le deuxième lot qui comprend les casinos de Tandil, Miramar et l'Ermitage de Mar del Plata, Boldt a obtenu 34 points tandis que son concurrent Bingo Oasis de Pilar a obtenu 32 points.

Cependant, pour le troisième lot qui comprend le Casino Central de Mar del Plata et le Casino Monte Hermoso, Casino de Victoria SA a obtenu 37.5 points, contre 34 points pour Boldt.

In May, it was revealed that only three of the eight companies initially interested in the tender for the slot machines located in the state casinos in the province of Buenos had submitted their bids. Boldt, Casino de Victoria and Oasis Entertainment were the only three bidders meaning that Boldt is more than likely to continue to be the key player in the province as it is now only competing against two smaller local gaming companies. In addition neither Casino de Victoria or Oasis Entertainment put forward an offer for the 1,600 slots in the Trilenium casino in the city of Tigre (the largest casino by far).

Under current rules, operators of the slots of the Buenos Aires casinos are left with around 55 per cent of the “net win” generated by slot machines. The province receives the remaining 45 per cent of this but must pay for maintenance, salaries and uniforms as well as services and security. Unlike bingo halls, casinos belong to the province.

L'appel d'offres pour les 3,860 machines à sous en activité dans les sept casinos a été officialisé après la parution de la résolution 34/2018 le 30 janvier au Journal officiel du gouvernement. Selon la résolution, le nouvel opérateur devra investir dans des améliorations indispensables des bâtiments et des infrastructures et est autorisé à construire des installations de divertissement supplémentaires.
